SUMMIT PARK IS A SUBDIVISION
After reading the post from the person who moved to Summit Park for the mountain experience with no CC&R restriction
I can only say you didn’t do your homework. Summit Park is a platted Subdivision of Summit County and has been since
1960 and the Plat you live in M and the Lot you live on 30 are all part of the Summit Park Subdivision since 1966. Your
Property Tax ID SU-M-30 identifies your lot.
Before a Subdivision can be granted by the Summit County Planning Commission it must have Covenants, Rules and Regulations, If you did not live in a Subdivision, you may not have sewer or water (septic tank & well). You might not live in a Special Service District and would not have road maintenance or snow plowing. Living in a Subdivision can lower your mortgage interest rate and insurance rate when purchasing because there are controls or CC&Rs.
The CC&Rs in Summit Park Plat M are mandatory as written. By the way, when we built in Summit Park in 1980, we had
to submit plans to the Developer”s Architectural Committee for Plat M-2, have them approved and then the bank would
give us our Construction Loan.
The Covenants, Rules, & Regulation for the Summit Park Subdivision, all Plats, are mandatory. The HOA has been voluntary. There has always been a Home Owners Association, active and working to make the community better.

Kay, you couldn’t have made it any more clearer, than you. Unfortunately when some people get it in there heads to make a stand they, like you so eloquently said, don’t do their homework,. As a result, these folks can look a bit foolish with their attempts to undermine the commendable efforts of those trying to unite and improve Summit Park. In no way do I, or anyone else I know who is informed, feel this CC&R consolidation is oppressive or heavy handed. They are already in place weather you like it or not. The big question remains, do you want part of the problem or part of the solution? The The proposed CC&R change is a DRAFT. Comments, concerns and suggestions are and have always been encouraged and welcomed. That is why its called a DRAFT!

Kay, if Summit Park already has a set of CC&R’s, where can I read them? Perhaps it would be worthwhile to post them on this website.
If this really is about creating a fire break, isn’t there another way to do it?

I had read the CC&R’s when I purchased my home almost 10 years ago. They made sense and are were understandable-I don’t necessarily see how they are out of date, please educate me. I do not agree with a mandatory HOA, fees, assessments, from my understanding this is being proposed? I can’t always make the HOA meetings, will there be absentee ballots available etc? Having this website and blog is a wonderful way for everyone to communicate. I would love to have an open discussion with everyone in our neighborhood so we can reach fair compromises and still enjoy our hidden gem in the mountains.

Andy, I take full responsibility for this issue concerning our neighborhood fire preparedness campaign. I have been involved with this undertaking since the beginning and it was my recommendation to the board that we make this a priority. There has been a huge effort on the HOA’s part implementing education and awareness through out our community. This entire program is a work in progress because, as you can see, it’s complicated and involved. All of these activities are to reduce the risk of losing our homes. It’s a National effort and SP have been encouraged by local and state agencies to take self managed active role and build on what has been done so far
( existing shaded fuel break ). In order to accomplish the work at hand and increase it’s effectiveness, it’s necessary to have the funds available for further fire preventive measures. The idea is to replace the current HOA dues with a subdivision wide assessment making everyone an automatic member, if they chose to, . This makes everyone a stake holder and provides equity through out SP for the expenditures. This idea certainly may not be the only one out there. If you, or anyone else has other ways of funding this, I encourage you to contact me or any board member.
