I bought in Summit Park in 1999 because I wanted to live in the mountains, have a raw mountain experience living amongst the wildlife on winding, single lane roads AND because there were NO CC&Rs like everywhere else in Park City. I bought a home to live in, to make my own and not to worry about my yard, painting my home or if a neighbor has a dumpster in their yard for months or years. I purchased my home here because of the diversity of homes and where everyone could live how he or she chooses.
Over the past 3-4 years I have noticed that people feel the need to change Summit Park. To make it more like everything else in Park City. I am disturbed by this and am absolutely apposed to any CC&Rs. I see you are stating a “safety reason” for the need of CC&Rs and I strongly object to this means. If we need firebreaks then there are other ways to get people to pitch in for their community, then mandating CC&Rs.
It is a slippery slope to start mandating how people live and what is “best” for the community.
For the record I am against all this trail and road “improvements”. I see it has created people coming from all over SLC and PC to use the trails here for their dogs to run amuck, scarring off the wildlife and leaving feces all over the trails and my yard. The vehicle traffic has increased substantially and people are driving faster through our neighborhoods. More people can now get up here leading them to believe they can build a home here to find out they are ready to sell after their 2nd winter, leaving us Summit Parkites to deal with the substantially increased building noise, trucks and road closures. Not to mention the large homes that encroach on our neighbors to find out the owners are not made to live in these mountains.
I live in Summit Park because this is my home, not an investment to make a quick buck and get out. I feel people have lost sight of what makes this community different and unique. This is a community where one can live how they choose, where 4-wheel drive is necessary and bumps in the road are part of the charm. If people want to mandate how people live with rules and regulations there are plenty of places in Park City for them to move too.
I say enough already, let us be, let the wildlife be and stop thinking you are making “improvements”. In my experience these “improvements” are ruining what makes Summit Park, Summit Park.

WOW! What a strong opinion. What we need in the HOA are more assertive and passionate people like you. Unfortunately it appears you’re being a bit selfish trying to make an argument for preserving your imaginary pristine wildlife commune. Everything being done around here benefits the entire community in one way or another. News flash babe….. Every day there are people building or planning to build in SP. That is the sad reality and if you don’t set standards and guidelines, so we can all live together in peace, you just might have a chicken ranch set up shop next door to your house. Not that I have anything against chickens, they’re delicious. No CCR’s when you moved here? Obviously you were misinformed. Spend a minute and check them out. You will find they do not encroach on your way of life. You can paint your house what ever color you want. What they do say, in part, is we need to pony up a little $$$ to keep our homes from going up in flames when the big one hits. Now thats not asking too much is it? How about you run a chain saw for a couple of hours and if you still have both legs intact, tell me how you feel. The fuel break is just one component, the other is awareness. Keep up on current events and you may learn what happens to communities that express gross negligence when it comes to wildfire preparedness. One more comment and I’m done, for now. Trails and roads. You’re against hiking and biking trails? You must not leave the house much. So sad, and we live in such a beautiful place to enjoy the outdoors. Improved roads? Along with improved roads came a more reliable infrastructure to bring water to your home and carry away your crapy attitude. Finally, I don’t believe people from SLC are driving all the way up to SP so their dogs can leave a dump in your overgrown, fire prone, don’t tread on me yard.

I too am against imposing of repressive CC&Rs on the plats that don’t currently have the same ones as Plats A & B. To me the scare tactic of suggesting that the only way to handle the maintenance of the fire break is to ratify the CC&Rs is baloney. If you want $50 from me for fire break maintenance, I’m happy to give it to you. I’ll even give you $50 for the empty lot next to me. My understanding at the HOA annual meeting a week or so ago is that the feds will help with funds as part of the Firewise Program. Not that I think we should go to the feds for this, but if they have a program that will help us with the firebreak, I guess we should take advantage of it.
We have another home in Summit Park that we have renovated to sell. Often the folks that have looked at this home commented that they are interested in SP because the HOAs in their current neighborhood are out of control. We have friends that moved from Trailside to SP due to the HOA.
We don’t want to be another Jeremy Ranch!!

To infer that the Summit Park HOA board of directors acknowledgement of Summit County’s mandate to maintain our communities wildland fire fuel break, and the subsequent request for funding through membership dues, is a fabrication, only validates the need for homeowners to become more involved. This project, which was implemented by Utah State Lands and Forestry, funded from the passing of a Congressional Healthy Forest Act and administed by the US Forest Service was in recognition of being one of the most at risk communities in the country for a catastrophic fire. Out of all the neighborhoods this money could have been spent on, we were lucky one’s. Unfortunately, the way this works is that there is no money for maintenance and that’s where our community efforts come to play. For reference, the exact county wording on the issue can be found in the:

Paragraph d.
Line 7
“Fuel breaks must be maintained by the landowners and shall be a part of the CC&Rs and monitored by the respective homeowners’ association and/or area forester. The CC&Rs for the development will include enforcing language for the homeowners’ association to budget for and provide fuel break maintenance services around the perimeter of the development boundary. “

I can only say you didn’t do your homework. Summit Park is a platted Subdivision of Summit County and has been since
1960 and the Plat you live in M and the Lot you live on 30 are all part of the Summit Park Subdivision since 1966. Your
Property Tax ID SU-M-30 identifies your lot.
Before a Subdivision can be granted by the Summit County Planning Commission it must have Covenants, Rules and Regulations, If you did not live in a Subdivision, you may not have sewer or water (septic tank & well). You might not live in a Special Service District and would not have road maintenance or snow plowing. Living in a Subdivision can lower your mortgage interest rate and insurance rate when purchasing because there are controls or CC&Rs.
The CC&Rs in Summit Park Plat M are mandatory as written. By the way, when we built in Summit Park in 1980, we had
to submit plans to the Developer”s Architectural Committee for Plat M-2, have them approved and then the bank would
give us our Construction Loan.
The Covenants, Rules, & Regulation for the Summit Park Subdivision, all Plats, are mandatory. The HOA has been voluntary. There has always been a Home Owners Association, active and working to make the community better.
